Our policy plans

OVAM produces plans for various waste and material streams, aimed at achieving EU and regional targets for reduction, reuse and recycling of waste.

We currently have policy plans for household waste and comparable company and/or commercial waste, plastics, biomass and food waste, sustainable building materials, asbestos, illegal dumping and littering.

These plans describe the current status, challenges, targets, obligations, conditionalities, actions to be taken, ways of financing and funding, etc. We update the plans regularly in order to adapt them to changing circumstances. 

Municipalities play a key role in local implementation. Which is why we work closely with them to find tailormade solutions to local recycling and waste management challenges and for the transition to a circular economy. 

Implementation Plan for Household Waste and Comparable Industrial Waste

This plan aims to reduce the total quantity of residual waste from households, companies, and organisations in Flanders, in the period 2016-2022.

Plastics Implementation Plan (2020-2025) and the Flemish Plan for Marine Litter

The purpose of the this plan is to reduce the amount of plastic waste and stimulate the reuse of plastics.

Packaging Plan (2018)

The plan focuses on: (i) fighting the problem of litter, (ii) increasing separated collection and recycling, (iii) more attention to packaging design and distribution methods and (iv) more local recycling.

Policy programme "Building materials sustainably in cycles" (2014-2020)

This policy programme focuses on the development of sustainable materials management as part of the transition to a circular economy.

Asbestos Abatement Action Plan

This Action Plan strives for an asbestos-safe Flanders through the introduction of an asbestos inventory and the phased removal of high-risk asbestos applications by 2034 and 2040.

Action Plan for Circular food loss and biomass (residual) flows 2021-2025

This plan proposes policies for application over the next five years that will address food loss and the circular use of biomass (residual) flows.

Circular Economy Roadmap

This CE Roadmap maps out how we can organise our production and consumption systems for food, housing, mobility and comfort in a more circular manner.

Soil remediation of polluted sites - objectives 2036

One of the important objectives of the soil policy is to have started the remediation of all historical soil contamination by 2036.
